The Deposit and Consignment Office

The Deposit and Consignment Office (CDC) is a public service of the Federal Public Service Finance that offers secure management of short- or long-term funds, whether for guarantees, unclaimed assets, or in connection with legal proceedings. Citizens can also open a deposit account with CDC in order to keep their funds safe, just as they would with their bank. Thanks to our application e-DEPO, every citizen has secure digital access to their funds 24 hours a day, 7 days a week. 
  • I wish to deposit/manage funds at the Deposit and Consignment Office

    In this heading, you will find general information regarding the management of your funds and consignments on our application. 

    1. How can I log into the application?

      • Get access to our application e-DEPO .  
      • Click on “ Login” and choose your digital key (eID, Itsme, etc.). 
      • Then log in in your own name. 
      • You do not have a Belgian authentication method (eID, Itsme, token) or eIDAS? You can get access to our application via the application ForREG (Foreign Registration). Follow the steps on the ForReg page in order to get access.  
    2. How do I make a deposit?

      • Get access to our application e-DEPO 
      • Select the category of the consignment.  
      • Fill in the information requested at each stage of the file opening process.  
      • Once you have filled in all the information and validated the opening of the file, the application will send you an acknowledgement of receipt.  
      • Follow the payment instructions mentioned in the acknowledgement of receipt. If you have provided your e-mail address, you will also receive them by e-mail. You have 30 days after the file has been created to pay the deposit. If payment is not made within the required time, the file will be cancelled. You will then need to create a new file. 
      • Make sure you respect the amount and the specific reference, otherwise your payment will be automatically refunded.  
      • It may take a few working days for the reception of the payment to appear in the application. If your e-mail address is included in the file, we will inform you by e-mail when the funds have been received.  
      • The file is only definitively opened when the funds have been paid. At the same time, a guarantee deed is created as legal proof of the setting up of the guarantee. You can consult and download it online thanks to the application. 
      • All stakeholders can consult the file in the application.  
    3. How can I consult my file?

      • Get access to our application e-DEPO  
      • Click on “Consult my files” or enter your file number.  Your files will appear below.  
      • Click on the file concerned to open it.   
      • You will find the actions available to you at the top of the page.  
      • Your file does not appear? It is possible that it has not yet been transferred from the old application. Send an e-mail to info.cdcdck@minfin.fed.be with the following information :   
        • Your old file number.    
        • The national register number of each i natural person concerned by the file.   
        • The Belgian company number of each professional, company or public body concerned by the file.   
        • The e-mail addresses of all aforementioned parties.    
      • We will migrate your file and inform you when it is available in the new application.  
    4. My file is blocked. How can I unlock it?

      A file may be blocked for a number of reasons, such as a withholding refused by the guarantor, a seizure or a dispute between the parties. 

      In order to unblock a file, you must send a request by e-mail to Deposit and Consignment Office at the following address  info.cdcdck@minfin.fed.be. The documents to be provided vary according to the reason for the blockage: 

      • In the event of a refused withholding or a dispute between the parties, the Deposit and Consignment Office will wait for a judgement to be issued or for a mutual agreement to be reached between the parties. 
      • In the event of a seizure, you must wait until the seizure procedure has been completed. 
    5. How can I obtain a refund and close my file?

      • Get access to our application e-DEPO .  
      • Click on “Consult my files” to see the list of your files.   
      • Click on the file concerned to open it.  
      • In the actions available at the top of the page, choose “Ask for a refund” and fill in the payment details. If your account number is incomplete, an error message will appear. 
      • If you wish to close the file, tick the box at the top. 
      • When the file is closed, click on the button “Add a beneficiary”.   
      • Then click on the green button “Validate” and then on “Create”. 
      • If a person concerned by your file has died, you cannot close the file yourself. The persons entitled must contact the DEposit and Consignment Office by e-mail at the following address info.cdcdck@minfin.fed.be. Attach the necessary proof (copy of proof of identity, certificate or deed of succession, proxy, judgement, certificate of appointment, etc.). An employee will process your request. 
    6. How is the interest on my deposits calculated, and how can I ask for refund?

      Deposits held for at least one year at the Deposit and Consignment Office earn interest. They are calculated as from the first day of the month following the deposit investment till the last day of the month preceding its refund. 

      The rate, revised monthly, is between 0% and 2.5%. It is based on the yield on one-year State notes. This interest is not capitalised, except in the case of rental guarantees. You can consult our current interest rate here. This document also includes the previously applied rates.

      Interest is calculated every 1st January for funds invested for at least one year. On this date, you will see the interest appear in your file. Interest may be paid once per calendar year at the request of the beneficiary. Interest paid by the Deposit and Consignment Office is subject to withholding tax on movable property at the current rate of 30%. This tax applies to all types of deposits, with the exception of bankruptcies.  

      When you request a partial refund for one of your files, the LIFO (Last In, First Out) principle is applied. This means that the amount you withdraw is deducted first from the last deposit you made. This method has an impact on the calculation of interest. Indeed, funds invested for longer periods, which earn higher interest, are not impacted. Only the amount of the most recent deposit is used for the refund. 

      To ask for refund of your interest : 

      • Get access to our application e-DEPO.
      • Click on the file concerned to open it. 
      • At the top right of the page, select the action you want to implement. You have then two options: 
      • Ask for interest only as from the 1st January following the first anniversary date of the deposit. 
      • Ask for the full amount (including interest) by closing the file, provided that the deposit is more than one year old. 

      Please allow a few working days after the refund request before you receive your payment. 

    7. How can I delegate the management of my files to a third party in the application?

      You can delegate the management of your files to a third party. As the principal, you create a mandate for the third party, the authorised representative. 

      In our application e-DEPO, all types of mandates are possible: 

      • Natural person for a natural person 
      • Company for individuals 
      • Natural person for a company 
      • Company for a company 

      The authorised representative will be able to carry out the same actions as you in the application. 

      To create a mandate, go to the application “ Mandates “ of the FPS Finance.  

      The mandate can be created by either the principal or the authorised representative, but it will not be active till the other party has signed it. You can also put an end to a mandate at any time or set a time limit when you create it.
